By Laws The Board of directors is submitting changes to The Arc's By Laws for review by our membership prior to our annual membership meeting on June 25, 2006. Many of the changes are not substantive and simply correct minor typing or grammatical errors. Other changes clarify or update language (e.g. using "chapter" in place of "unit" and changing the "budget and finance committee" to the "audit" committee). Other changes streamline the By Laws by removing unnecessary wording (e.g. Article IV, Section 1) or by removing items that can be articulated in policy rather than in the By Laws. See especially Article VII, Section 6 - The Treasurer's Responsibilities, and Article X - Financial Matters Pertaining to General Operating Funds. All changes in Article X were designed to include major fiscal parameters such as how funds, investments, contracts and loans are handled and to eliminate items that the committee determined should be in separate policies. Other changes include: 1. The number of members required to call a special meeting was changed from five to nine. 2. Only two standing committees are now listed in the By Laws. The chair is authorized to determine any additional standing committees. 3. The process for modifying the By Laws was streamlined.
